What this product sells

Calgary's public Socrata roadway-construction dataset is stale (last refreshed January 2023), but the City's own live RoadwayActivities map — maps.calgary.ca/RoadwayActivities — is current and queryable. The map embeds an ArcGIS Instant App whose webmap publishes ~8 operational layers via the public ArcGIS Online org ``AVP60cs0Q9PEA8rH`` (Calgary's "AVP" production org, distinct from the read-only Open Calgary ArcGIS org). This script unions five of those layers — Capital Work (line / poly / point), Active Modes & Various Street Improvement, and Pavement Rehabilitation Current Year — into a single normalised dataframe of WHAT specific construction is happening on Calgary roads right now. Companion to ``calgary_311_signals.py``'s Paving Heatmap (which uses 311 pothole complaints to predict WHERE Calgary will spend road capital next). The 311 heatmap is a lagging demand signal; this watch is the leading operational schedule — the projects that are actually scoped, contracted, and dated.

Start / end dates are Calgary's published schedule. Real-world execution slips — weather, utility conflicts, contractor capacity. Buyers should treat dates as INTENT not commitment, and verify on the public map before pitching. The CONTRACTOR_NAME field is often blank (City has not yet awarded, or contract is internal). When it IS populated, that's a high-value signal: someone else is already on the job and the buyer is pitching to a known counterparty.
